Clúid is increasingly becoming involved in managing units under the Rental Accommodation Scheme (RAS). RAS is run by local authorities and aimed at people in need of long term housing who are receiving rent supplement. RAS is intended to offer long-term housing security to persons currently renting in the private sector. It benefits tenants as it removes the unemployment and poverty traps associated with rent supplement. That means while rent supplement is withdrawn from people entering full-time employment, RAS tenants can remain in their property if they get a job. Tenants of RAS properties are charged a differential rent like other social housing tenants.
Clúid has entered into an agreement with Dublin City Council to purchase and manage suitable RAS properties on their behalf. Clúid is currently managing a number of RAS properties in Dublin. Clúid is also in the process of providing RAS units in South County Tipperary and seeking funding permission for a RAS scheme in County Carlow.
Clúid also provides housing services to local authorities under management agreements. Such an agreement is currently in place for a number of estates in Carlow Town, where Clúid staff are undertaking all housing management tasks on behalf of the Town Council. Clúid can provide full housing and estate management services for local authorities, on an ongoing basis or as preparation for regeneration/stock transfer projects. Clúid is also in a position to provide part-time or full-time caretaking services and is currently doing so on a scheme on Carlow which involves three different social landlords. Clúid has played a key role in developing a co-ordinated estate management plan for this estate.
