Applications open for Cost Rental homes in Dublin’s Oscar Traynor Woods
Dublin City Council and Clúid, Ireland’s leading Approved Housing Body (AHB), are opening applications for 56 new Cost Rental homes in the first phase of the new Oscar Traynor Woods development in Dublin 5.
Applications for 56 new Cost Rental homes in in Oscar Traynor Woods will open at 9am on Wednesday 14 January. This is the first time that interested applicants will be able to apply for a Cost Rental home in the new Oscar Traynor Woods development in Dublin’s north side.
Interested applicants will be able to apply online at www.cluid.ie for one of the 56 brand new, A-rated detached, semi-detached and terrace two- and three-bed houses. Rent for each of the 20 two-bed houses is €1,547 per calendar month. Rent for each of the 36 three-bed houses is €1,784 per calendar month. This represents a saving of at least 25% on the market rent for a similar home in the area. In addition to the low cost to run these brand-new homes, new Cost Rental residents will also benefit from secure, life-long tenancies and high-quality, responsive management and maintenance.

“We expect the successful applicants of this first phase to begin getting their keys from February. We’ll be opening applications for the subsequent phases throughout 2026. In total, there will be 340 Cost Rental homes – a mix of houses, apartments and duplexes – available in Oscar Traynor Woods.”
The homes are part of the Oscar Traynor Woods development in the vibrant North Dublin suburb of Coolock. The homes are being developed in a partnership between Dublin City Council, Clúid and Glenveagh, with support from the Department of Housing, Local Government and Heritage, The Housing Agency and the Housing Finance Agency. As well as the 340 Cost Rental homes, the finished development will be composed of 342 social homes, owned and managed by Clúid, 168 affordable purchase homes, administered by Dublin City Council, a creche, play area, parks and a civic square with a community building.
Averil Power added: “We are expecting high demand for these homes, due to the high quality, excellent location and reduced rents. We’re urging interested applicants to familiarise themselves with the eligibility requirements and to complete their applications on www.cluid.ie as soon as possible. Applicants will need to submit all their documentation online before 5pm on Wednesday 28 January to be included in the lottery.”
Dublin City Council Assistant Chief Executive for Housing Mick Mulhern commented: “Dublin City Council is committed to delivering housing options that work for everyone and the launch of these Cost Rental units at Oscar Traynor Woods is a clear demonstration of our diversification of tenure types. In addition to the 56 Cost Rental homes in Oscar Traynor Woods, Clúid has also opened applications for 23 additional homes in Drogheda, Co. Louth.

Visitors to the Clúid website can also register to be notified about upcoming Cost Rental homes in their area. Clúid manages over 900 Cost Rental homes in Dublin, Cork, Kildare, Kilkenny, Meath and Laois and is expecting to deliver even more Cost Rental homes in 2026.

What is Cost Rental Housing?
Cost Rental is a new, secure form of rental housing tenure in Ireland, designed for people whose income means they don’t qualify for social housing or other support, such as HAP, but who still struggle to rent on the open market. All Cost Rental homes have their rents set at a minimum level of 25% below the local market rents. The rents in Cost Rental homes are set to cover the cost of construction, maintenance, and operation of the development, ensuring long-term affordability for residents.
To be eligible to rent one of these new Cost Rental homes, applicants must be able to prove:
- Their net household income is below €66,000 (€59,000 for homes outside Dublin) per year
- They are not receiving any social housing supports, such as HAP or Rent Supplement
- They can afford the rent
- They don’t own a property
- The household is the correct size for the home
- All members of the household are resident in Ireland at the time of application
