Assist the Team in the delivery of Clúid’s Housing Development Programme, ensuring quality control and compliance with Government Procedures and Regulations.
The Individual will join the Commercial Development Team in a project management role to support other project managers and senior project managers in the delivery of an extensive housing development programme, ensuring good design in compliance with Clúid’s design standards and quality control. The role will also assist in overseeing compliance with procurement regulations, planning, building control, building regulations, contractual obligations, health & safety requirements, project finance and budget control.
Key Responsibilities
- Work alongside the Architects and Quantity Surveyor on feasibility exercises and project appraisals
- Assistthe design quality control and compliance monitoring of projects.
- Ensure Departmental guidelines and procedures are adhered to, in particular the Capital Works Management Framework.
- Assistin the procurement,assessmentand appointment of project Design Teams.
- Assistin the procurement,assessmentand appointment of Main Contractor’s for new build and refurbishment projects.
- Assistin the performance review of Professional Consultants and Contractors.
- Ensure allThird-PartyFunder’s requirements are met for new build,refurbishmentand acquisition projects.
- Ensure thatClúidHousing procedures are adhered toappropriatesignoff /approval stages
- Maintain a good knowledgeof:procurement regulations and procedures Government Public Works Capital Contracts and procedures o technical knowledge & keep up to date with current building standards
- Support the New Business Managers and Development Officers in the management of individual project teams and stakeholder relationships
- Manage projects from initiation to completion; provide up to date programmes, cash-flowsand risk registers
- Assist the Programme Planner in scheduling the annual construction delivery programme, mapping progress, key tasks, criticalpathsand delays
- EnsureClúidHousing’s Handover Procedure is implemented for all projects coming into management
- Assistin the development of theClúidHousing’s Commercial Development documentation
- Alert the Senior Project Manager as early as possible to any problems arising in relation to project progress, development and delivery and cost variations
- Liaise with the Senior Project Manager to ensure the adequate resourcing of projects
- Attend monthly Commercial Development Team meetings and quarterly Stakeholder meetings
- Produce reports for and attend Board meetings and other committees asrequired
- Act as an information and advice source on development issues to staff at other regional offices
Pre-Contract
- Work with the Architect in the preparation of the project brief, specification, scope of services documents and the tender package for Design Teams

- Oversee the tendering process in consultation to ensure that contractual arrangementscomply withstatutory requirements,Clúid’sfinancial and committee regulations and contract procedures
- Liaise with the Quantity Surveyor & Architect in reviewing the construction tender documents for the Main Contractor prior to tender issue Pre-Contract
- Work with Architect to instruct Employers Agent to prepare employers’ requirements for design and build schemes, and ensure these reflect the agreed design and specification
- Ensure thatappropriate Health & Safetyprocedures are adhered to by consultants and contractors
- Ensure that the scheme appraisal process is fully implemented for all projects
- Ensure all necessary legal agreements including development agent agreements are in place prior to scheme starting on site
- Ensure all necessary insurances are in place and keep records up to date
- Ensure that schemes start on site as speedily as possible within agreed procedures
- Advise Team Coordinator of scheme starting on site and need for property insuranceonsite
- Manage Project onsite,when necessary, as Client Representative
- Monitoring progress of contracts, attend site meetings as necessary and liaise with New Business Managers, Development Officer and Clerk of Works during the works
- Advise Quantity Surveyor ofanticipatedvariations in final contract sum
- Keep Housing Management informed of progress and expected hand-over of property dates when necessary
- Manage snagging process and accept hand-over of properties following issue of Certificate of Practical Completion
- Ensure all Health & Safety regulations are adhered to
- Ensure all handover documentation required byClúidHousing is available on practical completion
- Ensure compliance with BCAR
- Liaise with Finance department for payments received from local authoritiespost hand over
- Liaise with the project design consultants, HousingOfficerand Clerk of Works during thedefect’sliability period ensuring that defects are dealt with speedily by contractors /consultants when necessary
- Work with Development Officers to deliver the units to Housing Services as per theClúidHandover process • Bring final accounts to completion as speedily as possible
- Liaise with Commercial New Business Managers & Development Officers where applicable to ensure schemes are taken in charge by local authority as quickly as possible
- Work with the Development Officers through consultation with Housing Officer / Tenants to obtain feed-back on design and specification standards
- To provide direction and assist in the mentoring of Assistant Project Managers

Person Specification

Experience/Qualifications
- Minimum of Degree (at Level 8 of NFQ)
- Architect, Engineer, Quantity Surveyor, Building Surveyor similar professional qualification
- 7-10+ years of experience
- Construction Management experience
- Excellent knowledge and experience of Construction Contracts including GCCC and NEC
- Use of Asta Powerproject or other project scheduling tools, programming works from 1stprinciples
- Knowledge of Building Control, Building Regulations and Technical Guidelines
